This means actively facilitating a culture where it's okay to ask questions, admit mistakes, and express differing opinions without fear of judgment. This could involve modeling open communication by being transparent in their own actions and decisions, encouraging team members to speak up during Daily Scrums, and guiding the team to be transparent in their work via open planning and retrospective meetings.
