A safety governor is a mechanical speed-monitoring device in an elevator system that prevents overspeed and initiates the activation of the safety brake (also known as the car safety). It consists of a rotating flyweight mechanism driven by a governor rope that is connected to the elevator car. As the elevator car moves, the governor rope turns the governor's flyweights. At normal operating speeds, the flyweights rotate without triggering any action. However, if the elevator car exceeds a predetermined speed threshold (the overspeed setting), the flyweights move outwards due to centrifugal force.
