This plan, often abbreviated as COOP, focuses on maintaining the city government's essential functions during and after a disruption, which is distinct from the main emergency plan that guides emergency responders on immediate incident management. A Continuity of Operations Plan ensures the city can continue to govern and provide critical services to its citizens without interruption, even if its primary operational facility is rendered unusable. It addresses how the government itself will operate under adverse conditions. Essential functions are the critical activities and services that the city government must continue to perform, such as managing public safety, operating utilities like water and electricity, and processing vital financial transactions. The COOP designates alternate facilities, which are pre-determined locations or methods like telework where city employees can relocate to continue essential operations if their main building is inaccessible. It establishes a clear delegation of authority, which means outlining who has the power to make decisions and act on behalf of the city if primary leaders are unavailable. Succession planning is another vital part, identifying who will step into key leadership roles if the usual office holders cannot perform their duties. The plan also covers continuity communications, detailing how city staff will communicate with each other, with external partners, and with the public during an emergency. Protection and accessibility of vital records, such as legal documents, financial data, and operational plans, are also secured to ensure ongoing operations and eventual recovery. Regular training and exercises are conducted to ensure all personnel understand and can execute their roles within the COOP.
