If a very good worker keeps breaking small safety rules to get work done faster, what should the OIM do first to fix this problem?



The OIM, or Offshore Installation Manager, is the person in overall charge of the installation or vessel and is ultimately responsible for the safety of all personnel and operations. When a very good worker repeatedly breaks small safety rules—which are established procedures designed to protect personnel and assets from hazards and risks—the OIM's first action should be to conduct a direct, informal, and fact-finding conversation with the worker. This initial discussion is non-punitive and aims to understand the root cause of the non-compliance. During this conversation, the OIM would state the specific observed safety rule breaches, clearly explain the associated hazards—potential sources of harm—and risks—the likelihood and severity of that harm occurring, and reiterate the importance of adhering to all safety protocols regardless of the task's perceived size or urgency. For example, if a worker is repeatedly observed not correctly using a specific personal protective equipment (PPE) item like safety goggles, the OIM would initiate a discussion stating the factual observation, explain the eye injury hazards and risks, and then ask the worker for their perspective on why the rule is not being followed. This approach allows the OIM to uncover potential underlying issues such as lack of understanding of the rule's purpose, perceived time pressures, uncomfortable or unsuitable equipment, or even systemic issues that make compliance difficult. The OIM would then re-educate the worker on the correct procedure and the rationale behind it, reinforce the company's non-negotiable commitment to safety, and offer support to address any legitimate barriers to compliance. This first step prioritizes behavioral correction through understanding and re-enforcement, fosters a proactive safety culture, and seeks to prevent escalation of unsafe acts without immediately resorting to disciplinary measures, especially for an otherwise valuable employee.
