To make sure a critical safety message is understood by everyone, even if they speak different first languages, what must the OIM do after giving the message?

After giving a critical safety message, the Offshore Installation Manager, or OIM, who is the person in overall charge of an offshore installation and responsible for the safety of everyone onboard, must actively implement a comprehensive Verification of Understanding (VOU) process. This means the OIM cannot simply assume the message was understood, especially when different first languages are involved. Instead, the OIM must directly engage with personnel to confirm their comprehension. This is achieved by asking open-ended questions that require the individual to explain the message in their own words or demonstrate the required actions, rather than just asking a yes/no question like "Do you understand?" For example, the OIM might ask, "What are the first three steps you would take if this alarm sounds?" or "Can you explain the procedure for handling this specific situation?"
