What are Concessions and PPPs?
- A concession is a deal where a city lets a private company run a public service, like a water plant or a toll road, for a long time.
- A Public-Private Partnership (PPP) is when a city and a private company work as a team to build something big, like a new bridge or a hospital, and share the cost and the work.
- These deals help cities get things done when they do not have enough money or workers to do it themselves.
The Main Parts of These Deals
- The city stays the owner of the land or the service in the end.
- The private company puts up the money to build or fix things.
- The company makes its money back by charging fees to the people who use the service, like toll fees, or by getting paid by the city over many years.
How to Plan and Write the Rules for the Deal
Choosing the Right Project
- You will learn how to check if a project is good for the public. This means looking at if the project is actually needed and if it will save the city money in the long run.
- You will learn how to calculate the risks. This means figuring out what could go wrong, like if costs go up or if fewer people use the service than expected.
Writing the Contract
- The contract is the rulebook for the deal. It lists exactly what the company must do, how much they can charge, and what happens if they do a bad job.
- You will learn how to set 'key performance indicators.' These are specific goals, like how fast a road must be fixed or how clean the water must be.
- You will learn how to protect the city if the company goes out of business or breaks the rules.
Managing the Money and the Risks
Finding the Money
- You will learn about 'project finance.' This is a way of borrowing money based only on the money the project will make, rather than the city’s own money.
- You will learn how to read financial models. These are computer spreadsheets that guess how much money the project will make or lose over 20 or 30 years.
Sharing the Risk
- Risk means who pays if something bad happens.
- Construction risk: If building a bridge takes longer than planned, the company usually pays for that extra time.
- Demand risk: If a toll road is built but no one drives on it, the contract must say if the city or the company loses that money.
- Change in law risk: If the government passes a new law that makes the project much more expensive, the contract must say who pays for those new changes.
Checking the Work and Ending the Deal
Watching the Daily Performance
- You will learn how to create systems to watch the company. This includes regular reports, physical checks of the buildings, and listening to complaints from the public.
- You will learn how to handle disputes. When the city and the company disagree, you need to know how to solve it without going to court if possible.
Ending the Contract
- Most of these deals last for a long time. You will learn how to prepare for the end of the contract.
- This includes making sure the buildings are in good condition when the city takes them back from the company.
- You will learn how to transfer the management of the service back to the city or to a new company smoothly so the public does not notice any problems.
