Safety and Environmental Management Systems (SEMS)

- Understanding the structure and requirements of an integrated Safety and Environmental Management System (SEMS), including its core elements like policy, organization, planning, implementation, measurement, and review.
- Developing skills in auditing and reviewing SEMS effectiveness, identifying gaps, and ensuring compliance with company standards and international regulations such as ISO 14001 and ISO 45001.
- Implementing robust permit-to-work (PTW) systems, including roles, responsibilities, hazard identification, isolation procedures, and conflict management for simultaneous operations (SIMOPS).
- Managing contractor interfaces within the SEMS, ensuring external personnel and services adhere to the installation's safety and environmental standards.
Risk Assessment and Mitigation
- Conducting comprehensive hazard identification (HAZID) and hazard and operability (HAZOP) studies for new and existing operations, identifying potential failure points and their consequences.
- Applying various risk assessment techniques, including Quantitative Risk Assessment (QRA), Bow-tie analysis, and Failure Mode and Effects Analysis (FMEA), to understand and quantify risks.
- Developing and implementing effective control measures to eliminate, reduce, or mitigate identified risks, focusing on the hierarchy of controls (elimination, substitution, engineering controls, administrative controls, PPE).
- Managing Management of Change (MOC) processes to ensure that any modifications to equipment, procedures, or personnel are thoroughly assessed for new risks and properly implemented.
Emergency Response and Crisis Management
Emergency Preparedness and Planning
- Developing and reviewing comprehensive Emergency Response Plans (ERPs) for a range of offshore incidents, including fires, explosions, blowouts, collisions, man overboard, and medical emergencies.
- Establishing and maintaining effective emergency command centers (ECC) on the installation, understanding their layout, equipment, and operational protocols during an incident.
- Coordinating with onshore support teams and external agencies (e.g., search and rescue, medical services, coast guard) during major incidents, ensuring clear communication and resource allocation.
- Implementing robust training and drill programs, including scenario-based exercises, to ensure all personnel are proficient in their emergency duties and the ERP is effective.
Incident Command and Control
- Taking immediate and effective command during an emergency, assessing the situation, prioritizing actions, and deploying resources according to the ERP.
- Managing casualty evacuation procedures, including triage, stabilization, and safe transfer of injured personnel to medical facilities using appropriate transport methods.
- Implementing search and rescue (SAR) operations, coordinating with marine vessels and aircraft, and utilizing available resources to locate and recover personnel.
- Controlling and mitigating the spread of hazards, such as containing hydrocarbon spills, extinguishing fires, and managing hazardous material releases, to protect personnel and the environment.
Operational Management and Integrity
Production and Drilling Operations Oversight
- Understanding the principles of safe well control, including the causes of kicks and blowouts, the function of blowout preventers (BOPs), and emergency shutdown procedures.
- Managing the safe execution of complex drilling, completion, and workover operations, ensuring adherence to well-specific procedures and regulatory requirements.
- Monitoring and optimizing production processes, ensuring efficient and safe extraction, processing, and offloading of hydrocarbons while maintaining process integrity.
- Implementing strategies for the prevention of dropped objects, ensuring secure lifting operations, and maintaining integrity of lifting equipment through planned maintenance and inspection.
Asset Integrity and Maintenance Management
- Developing and overseeing comprehensive integrity management systems for structural components, pressure vessels, piping, and rotating equipment, extending asset life and ensuring safety.
- Implementing predictive, preventive, and corrective maintenance strategies to minimize downtime and ensure the reliability of critical safety and production equipment.
- Managing inspection programs, including non-destructive testing (NDT) techniques, to identify corrosion, fatigue, and other degradation mechanisms in offshore structures and equipment.
- Understanding the principles of major accident hazard (MAH) prevention, focusing on maintaining the integrity of safety-critical elements (SCEs) and performance standards.
Regulatory Compliance and Environmental Protection
International and National Regulations
- Demonstrating comprehensive knowledge of international maritime regulations (e.g., SOLAS, MARPOL, STCW if applicable), IMO guidelines, and relevant classification society rules for offshore installations.
- Understanding national regulatory frameworks applicable to offshore operations in specific jurisdictions, including health and safety legislation, environmental protection acts, and oil and gas industry-specific regulations.
